Quick Answer
Upgrading from temporary to permanent residency in Paraguay is not automatic.
Timing: Apply within 90 days before expiration or 30 days after (fine applies)
Documents required: Fresh police certificates (4 types), proof of life changes, current temporary residency card, valid ID
Risk: If you miss the window, you may only qualify for a temporary extension - setting you back years

The Critical Timing Window
The most important thing to understand about upgrading from temporary to permanent residency is the strict timing requirement. This is not a renewal that happens automatically. You must be proactive about applying within specific windows.
The upgrade window:
- 90 days before expiration: Ideal time to submit your application
- Until 30 days after expiration: Grace period to apply (fine applies)
- After 30 days post-expiration: You can no longer upgrade - only request a temporary residency extension (prórroga)
According to the Dirección General de Migraciones, the change of category from temporary to permanent must be requested within these timeframes. Waiting until your card expires or assuming the process is automatic can result in losing your upgrade opportunity entirely.

What Happens If You Miss the Window
Missing the timing window has serious consequences. If you do not apply for permanent residency within 30 days after your temporary residency expires, your options narrow significantly.
After 30 days post-expiration
This extension:
- • Is granted for an equal period as your original temporary residency (2 years)
- • Can be requested up to 6 months after your temporary residency expires
- • Requires payment of a fine for expired stay (Gs. 669,012 under Article 87)
- • Does not count toward the 2-year requirement for permanent residency eligibility. Learn more about maintaining your residency.
After 6 months post-expiration:
Your temporary residency lapses completely. You would need to restart the entire process from the beginning, including the 2-year temporary residency period before becoming eligible for permanent residency again.
This is why timing is critical. Missing your window can set you back years.
Document Requirements for Upgrade
The upgrade requires a complete set of current documents. Documents from your original application may be rejected if expired.
Document count:
7-10 documents depending on your situation
Validity:
Most police certificates must be recent (typically 3-6 months)
Required documents:
Identity Documents:
- • Original + authenticated copy of passport OR original country ID (cédula/DNI)
- • Original + authenticated copy of your Paraguayan cédula
- • Original + authenticated copy of your temporary residency card
Life Change Documentation:
- • Original + authenticated copy documenting any changes in civil status, profession, occupation, names, or other personal data since your original application
Background Certificates (age 14+):
- • Certificado de Antecedentes para Extranjeros (Policía Nacional)
- • Certificado de Antecedentes de Buena Conducta (Departamento de Identificaciones)
- • Certificado de Antecedentes Judiciales
- • Certificado de Antecedentes from INTERPOL
Economic Solvency:
- • Documentation demonstrating economic solvency (requirements vary by category: employed, professional, retiree, dependent, etc.)
Important note: All foreign documents must be translated into Spanish by a certified public translator in Paraguay and apostilled or legalized according to the Hague Convention, with the exception of Portuguese documents from Brazil.
For applicants under 18: Both parents or legal guardians must be present. Additional documentation including power of attorney may be required if one parent cannot attend.
Common Mistakes That Cause Delays or Rejections
Based on Migraciones requirements, here are the most common mistakes that cause upgrade applications to be rejected or delayed:
1. Waiting until the last minute
- • Many applicants wait until their card is about to expire before starting the upgrade process
- • This risks missing the window entirely
- • Start preparing at least 3 months before expiration
2. Documents expiring during processing
- • Police certificates and other documents have validity periods
- • If documents expire during processing, you may need to obtain fresh ones, causing delays
3. Inconsistent information across documents
- • Name spelling variations, birthdate discrepancies, or other inconsistencies raise red flags
- • Ensure all documents match perfectly
4. Missing one of the required police certificates
- • Four different certificates are required (Extranjeros, Buena Conducta, Judiciales, INTERPOL)
- • Omitting any will cause rejection
5. Not documenting profession or civil status changes
- • If you got married, divorced, changed jobs, or had other life changes since your initial application, these must be documented with apostilled certificates
- • Failure to disclose changes is grounds for rejection
6. Applying outside the allowed window
- • Applying more than 30 days after expiration means you cannot upgrade
- • You must request a prórroga instead
What Happens During Processing
The upgrade is a new application process, not an automatic renewal. Migraciones reviews your eligibility again from scratch.
During processing:
- • You can travel with your valid temporary residency card
- • Do not let your temporary card expire while the upgrade is processing
- • Respond promptly to any requests for additional information
After approval:
- • You will be notified to appear in person to receive your permanent residency card
- • You can then apply for your 10-year Cédula de Identidad Paraguaya
Processing times vary based on application completeness, queue volume, and background check processing. The application can be rejected if documents are incomplete, expired, inconsistent, or if you have violations.
After Approval: Permanent Residency Benefits
Once your upgrade is approved, you receive permanent residency status with the following benefits:
Indefinite residency
Your permanent residency status itself does not expire. However, your residency card must be renewed every 10 years.
10-year Cédula de Identidad Paraguaya
You gain access to the national identity card valid for 10 years, which is your primary identification document in Paraguay.
Flexible presence
Permanent residency allows you to be absent from Paraguay for up to 3 years without losing your status.
Path to citizenship
After 3 years of permanent residency, you become eligible to apply for Paraguayan citizenship through naturalization. Citizenship is a discretionary process that requires demonstrating integration, economic contribution, and clean legal records. This is established in Article 148 of the Paraguayan Constitution.

Full banking access
Permanent residents have access to full banking services in Paraguay, unlike temporary residents who may be limited to basic accounts.
