The 12-month rule is strictly enforced. If you wait longer than 12 months between visits, your permanent residency application will be denied and you will have to restart the 2-year clock. Some services promote "one-trip" solutions, but the government now enforces the 12-month absence requirement.
Temporary Residency: The first step for most applicants. Valid for 1 year, renewable. Gives you a Cédula (national ID) and access to the territorial tax system.
Permanent Residency: Available after 21-24 months of temporary residency, or immediately via the SUACE investor route. Required before applying for citizenship.
