Why upgrade to permanent residency
Temporary residency works, but it comes with strings. You must return to Paraguay within every 12-month window, and your status is tied to a 2-year card. Permanent residency removes most of that friction.
- Stay away longer. Permanent residents can be absent for up to 36 months, versus 12 for temporary. For most people, that is the single biggest reason to convert.
- A real path to citizenship. After 3 years of permanent residency you become eligible to apply for naturalization.
- Stronger standing. Permanent residency plus your cédula gives full rights to work, register a RUC, run a business, and buy property on local terms, with better access to banking.
- Status that lasts. Permanent residency is indefinite. Only the physical card renews, every 10 years.

One initial trip of about a week covers biometrics and submission. After that you can leave Paraguay. Your card is typically issued within 90 days of filing, and we courier it to you.
The fee is all-in except courier of your documents and card afterward, which you pay separately.

Is RUC and tax filing included?
No. RUC registration and monthly tax filing are a separate service. Many applicants use an active RUC with declared income as their solvency route, because it creates a clean taxpayer trail that fits several Resolution 407 categories.
