Temporary residency works, but it comes with strings. You must return to Paraguay within every 12-month window, and your status is tied to a 2-year card. Permanent residency removes most of that friction.

Is RUC and tax filing included?

No. RUC registration and monthly tax filing are a separate service. Many applicants use an active RUC with declared income as their solvency route, because it creates a clean taxpayer trail that fits several Resolution 407 categories. What is the easiest way to qualify for permanent residency?

The most reliable route is to hold an active RUC, declare income inside Paraguay, and pay tax on it for a minimum of 3 months before you apply for permanent residency. That creates the verifiable taxpayer trail that fits several Resolution 407 categories.

Do I need temporary residency before I can apply for permanent?

Yes. Paraguay requires most applicants to complete 2 years of temporary residency first. The SUACE investor route is the exception. This service converts your existing temporary status to permanent.

Can I qualify without the RUC income route?

Yes. Resolution 407 lists several solvency routes, and the active-RUC plus declared-income path is the most reliable for most applicants. Remote workers, pensioners, employees, property owners, and dependants each have their own evidence route.

Do I need to speak Spanish?

No. We provide Spanish interpretation at every appointment and handle all Spanish-language filings for you.

When can I apply?

From 3 months before your temporary residency card expires, up to the expiry date. In an emergency you can apply up to 1 month after it expires, but fines apply.

What about maintaining my temporary residency while I wait?

To keep temporary residency valid, you must not leave Paraguay for more than 12 consecutive months from the issue date of your card. If you do not live in Paraguay, that means a return trip within each 12-month window until you convert.

How many trips to Paraguay does this take?

One trip of about a week, for biometrics and submission. You can leave afterward. We handle the rest and courier your card.

How long until my card is issued?

Typically within 90 days after filing. We courier it worldwide, so you do not need to stay in Paraguay to receive it.

What documents do I need?

Your birth, marriage, and/or divorce certificates, apostilled (you can reuse the same ones from your temporary application; they do not expire), plus a new apostilled police background check from your country of residence. We send a tailored checklist before you apply.

Do I need to live in Paraguay to keep permanent residency?

No. Permanent residents can be absent for up to 36 months, versus 12 for temporary. That freedom is the main reason people upgrade.

How long is permanent residency valid?

The status itself is indefinite. Your physical permanent residency card (carnet de admisión permanente) is valid for 10 years and is then renewed. The status continues regardless. We help with renewals.

Can permanent residency lead to citizenship?

Yes. After 3 years of permanent residency you can apply for naturalization, which is a separate process and not automatic. Approval requires showing genuine residence in Paraguay and real ties to the country.

Can I work, open a business, or buy property with permanent residency?

Yes. Permanent residency plus your cédula gives you full rights to work, register a RUC, run a business, and buy property on local terms.

What happens if I am denied?

We fix the issue and help you reapply. Denials caused by non-disclosure on your part, such as an undisclosed criminal record, are not eligible for a refund.

What if my temporary residency already lapsed?

You can apply up to 1 month after your temp card expires, with a fine. After that window, your temporary residency is invalid and you will need a new 2-year temp card and must restart the wait. Apply within the window.

Can my family apply too?

Yes. Each family member files their own application, and families of 3 or more get 10% off.
