Law 60/90 (Now Law 7548/2025) - Promotion of Investments

Legal update: September 2025

Law 60/90 was replaced by Law 7548/2025 (Ley que establece el nuevo regimen de incentivos fiscales para la inversion nacional y extranjera), sanctioned 2 September 2025 and promulgated 8 September 2025. Projects already approved under Law 60/90 remain governed by their existing bi-ministerial resolutions. New projects must apply under Law 7548/2025 and its implementing regulation Decreto 5432/2026. The core tax benefits remain substantially the same, though the IDU (dividend) and INR (non-resident income) exemption thresholds increased from $5M to $13M, and a new $20M tier was added for tourism/entertainment capital goods (Art. 4f).

Law 60/90 was Paraguay's primary investment incentive law from 1990 until its replacement by Law 7548/2025. The Investment Council evaluates projects and, if approved, grants irrevocable tax incentives by bi-ministerial resolution of the Ministries of Industry and Commerce and Finance. Projects are typically approved within 45 days of filing.

Free Trade Zones (Law 523/95)

Free trade zones are delimited geographic areas where companies operate under a special customs and tax regime. Concessions are granted by the Executive Branch for 30-year periods, extendable by legislation at the time of extension.
