Short Answer: Yes
Foreign nationals can buy property in Paraguay with the same ownership rights as Paraguayan citizens. No special permits, no local entity required, no limit on number of properties. A valid passport is sufficient identification to purchase.
You can buy residential, commercial, and most rural land directly in your own name. You can sell, rent out, or bequeath the property under the same rules that apply to citizens. Property ownership is recorded at the Public Registry (DGRP) regardless of nationality.
Do You Need Residency?
No. You can buy as a tourist. Residency is not a legal prerequisite for property ownership.

The 50km Border Zone Rule
Paraguay's border security zone (zona de seguridad fronteriza) is established under Ley 2532 and modified by Ley 2647. It covers rural property within 50km of international borders.
The restriction is not a blanket ban on all foreign buyers. Ley 2532 specifically restricts nationals of neighboring countries (Brazil, Argentina, Bolivia) and entities majority-owned by them from owning or holding usufruct over rural property in the zone, unless authorized by the government. Nationals of non-neighboring countries (US, EU, etc.) are generally not restricted by this law.
However, Ley 2647 adds nuance around acquired rights and succession scenarios. The practical advice: if you are a national of a neighboring country or buying through a company with neighboring-country majority ownership, you need legal review before purchasing rural land near borders. Individual vs Company Ownership
You can buy directly as an individual - no need to form a Paraguayan company.
Some buyers choose to hold property through a Paraguayan EAS (Empresa por Acciones Simplificada) for liability separation or tax structuring.
